Rates vary from place to place, and the price is not nearly as telling as a portfolio of work. If you are after a realistic garter, make sure your artist has a background in photo-realism and portraits. The ability to make light & shadows look real is a true art, and the priced accorgingly.

If you're considering a realistic garter with a gun (or dagger, whatever) in it, make sure your design is correctly proportioned! Nothing looks worse than having one element too large or small, it can throw your whole design off. Whether or not you choose to angle your gun can make quite a difference to the final look as well so try a few different layouts before you decide.
Be sure your tattooist (or designer if you're having your art made by someone else) also takes into consideration the shadowing change where the lace of the garter would be stretched over your gun/blade! If the lace is more transparant, some of what's underneath should be visible too.
